When sourcing Amazon reviewers, should we be offering to pay for their review? What can we offer them in return (apart from the gifted book)?

You should never pay for reviews. It's against Amazon's TOS and it is deceptive. Your best reviews will come from people who have purchased your book. They will show in the review section as 'Amazon Verified Purchaser'. However, it is okay to gift your book to others for the purpose of having it reviewed, just as publishers often send a copy of a book to journalists or people who are experienced in the topic of your book.
